Welcome to Culebra National Wildlife Refuge (NWR), a vital part of the Caribbean Islands NWR Complex, established in 1909. As the first of the nine refuges within the Complex, Culebra NWR holds the distinction of being the first site in the Caribbean designated as a federal wildlife reserve for the protection of native birds. Spanning 1,510 acres, the refuge encompasses 21 offshore cays surrounding the main island of Culebra, which is characterized by its dry forests and mangrove patches. Culebra Island is located approximately 17 miles east of the main island of Puerto Rico.

About Us

Established in 1909 by President Theodore Roosevelt, Culebra NWR has a rich history. The Flamenco Peninsula and the small islands within the archipelago were utilized for military training until 1975. In 1976, portions of these lands were transferred to the Commonwealth of Puerto Rico and the U.S. Fish and Wildlife Service, ensuring the protection and preservation of this unique ecosystem.

The beautiful island of Culebra and its surrounding cays provide a temporary haven for a wide variety of migratory birds, while also serving as a sanctuary for several endemic and endangered species. This remarkable refuge boasts diverse habitats, including subtropical dry forests, mangroves, tranquil lagoons, open grasslands, and rugged rock-strewn canyons.

Our Species

Culebra National Wildlife Refuge is a vital home, nesting ground, and sanctuary for a diverse array of native, migratory, endemic, threatened, and endangered species. Notable inhabitants include the Roseate Tern, Culebra Giant Anole, Virgin Islands Tree Boa, along with thehawksbill, green, and leatherback sea turtles. The refuge is also home to unique plant species like Leptocereus grantianus and Peperomia wheeleri, among others. A highlight of the refuge is its role as an essential nesting site for the Sooty Tern, with over 30,000 pairs nesting on the Flamenco Peninsula, making it our ambassador animal.
