Facility Rules and Policies
In order to protect the integrity of refuge lands, there are regulations that must be adhered to when visiting. Activities not expressly allowed in this section or on the Activities page are prohibited. For comprehensive regulations, please refer to the Code of Federal Regulations.
Hunting
- Please refer to the Hunting page for regulations governing this activity.
- We only allow in-season hunting for select species in designated hunting areas. We do not allow the take of any other wildlife.
General
- The refuge is partially open for public use 1⁄2 hour before legal sunrise to 1⁄2 hour after legal sunset. Unauthorized public use outside of these hours is considered trespassing.
- We do not allow members of the public to enter closed areas south of Leslie Canyon Road. Signs mark all areas off-limits to the public. Please obey all signs.
- We do not allow commercial activities without a valid special use permit issued by the refuge. Visit Apply for a Special Use Permit on National Wildlife Refuges for more information on special use permits.
- Persons possessing, transporting, or carrying firearms on National Wildlife Refuges must comply with all provisions of state and local law. Persons may only use (discharge) firearms in accordance with refuge regulations.
- We protect all plants, animals, animal parts, rocks, minerals, artifacts, and cultural features on the refuge, and it is illegal to damage or remove them. Hunters may remove legally harvested animals.
Vehicles
- Leslie Canyon Road on refuge is open to street legal motorized vehicles.
- The refuge is closed to all motorized traffic behind closed gates.
- Where vehicles are authorized, and the speed is not otherwise posted, a 25-MPH speed limit must be followed.
- We do not allow the driving of motor vehicles off-road.
- We do not allow stopping, parking, or leaving of any vehicle that would obstruct the free movement of other vehicles.
- We do not allow vehicle operators to be under the influence of intoxicating beverages or controlled substances.
- We do not allow open containers of alcoholic beverages in vehicles.
Pets, Plants, and Animals
- We do not allow the harassment or feeding of wildlife. All animals should be observed from a distance and young animals left alone.
- Dogs must be restrained on a leash outside of permitted hunting activities.
- We do not allow the release or introduction of any animal or plant including, but not limited to, wildlife or unwanted pets on the refuge.
- We do not allow livestock grazing.
- Horseback riding is allowed on refuge only on established trails.
Other Activities
We do not allow:
- We do not allow the unauthorized operation of aircraft at altitudes resulting in harassment of wildlife, or the unauthorized landing or take-off of aircraft on the refuge except in emergencies.
- Unauthorized launching, landing, or operation of unmanned aerial systems (drones).
- We prohibit consumption or possession of opened container(s) of alcoholic beverage(s) on refuge.
- Entering or remaining on the refuge when under the influence of alcohol, to a degree that may endanger oneself or other persons or property or unreasonably annoy persons in the vicinity.
- Camping and overnight parking.
- Fires and use of fireworks.
- The abandoning of, discarding of, or otherwise leaving any personal property.
- Littering, disposing, or dumping of garbage, refuse, or debris.
- Draining or dumping of oil or any other type of chemical waste.
- Erecting permanent structures such as blinds or pits.
- Boating, floating, swimming, or wading in any refuge waters.
- Gambling in any form or the operation of gambling devices for money or otherwise.
- Begging or soliciting of funds on the refuge.
- Disturbing, molesting, or interfering with any employee of the United States or of any local or State government engaged in official business, or with any private person engaged in the pursuit of a refuge authorized activity.
- The use of spotlights, automotive lights, or other artificial lights for the purpose of spotting, locating, or taking any animal on refuge.
- The use of audio devices (e.g., radios, loudspeakers, musical instruments) so as to cause unreasonable disturbance to others in the vicinity.
